Bids for the Nags Head beach renourishment project were received on Thursday, March 15, 2018. Four bids, submitted from Dutra Group (Dutra), Great Lakes Dredge & Dock Company (GLDD), Manson Construction Company (Manson), and Weeks Marine (Weeks), were received.
Based on the bid items submitted by each bidder, the Town’s beach nourishment engineering firm, Coastal Science & Engineering, Columbia, South Carolina, evaluated the bids by the total cost for placing 3.73 million cubic yards of sand on the beach (ie – 2.3 million cubic yards for Town project and 1.43 million cubic yards for FEMA project), as well as the total cost of placing 4 million cubic yards of sand on the beach (the permitted maximum quantity) in 2018 (Bid A) and in 2019 (Bid B), respectively.
- Bid A (2018 Construction):
As requested, all four bidders submitted bids for Bid A. The total price to complete the maximum permitted work (4 million cubic yards) proposed by the four companies, from the lowest to the highest, are summarized as follows:
GLDD - $52,044,000
Manson - $52,450,000
Weeks - $57,200,000
Dutra - $94,248,000
- Bid B (2019 Construction)
As requested, all four bidders submitted bids for Bid B. The total price to complete the maximum permitted work (4 million cubic yards) proposed by the four companies, from the lowest to the highest, are summarized as follows:
GLDD - $36,644,500
Weeks - $39,860,000
Manson - $50,150,000
Dutra - $86,248,000
Based on the bid items submitted by GLDD, the construction cost of the maximum permitted 4 million cubic yards of work is the lowest among the four bid and is in the amount of $36,644,500 for Bid B. This is $2,444,500 above the total construction budget of (~)$34.2 million.
Below are three possible scenarios in further evaluating GLDD’s Bid B.
Scenario 1: If the Town chooses to complete the Town project only (ie – 2.3 million cubic yards of work in 2019), the lowest bid submitted by GLDD would cost $22,760,000, which is $560,000 more than the Town’s reserved construction budget of (~)$22.2 million. If the Town plans to stay within the reserved construction budget, the amount of work that can be completed by GLDD would be ~2,222,222 cy, which is ~97 percent of the planned volume.
Scenario 2: If the Town chooses to complete the Town project plus the FEMA project ((ie – 2.3 million cubic yards plus 1.43 million cubic yards of work in 2019), the lowest bid submitted by GLDD would cost $34,700,500, which is (~)$500,000 above the reserved budget for construction.
Scenario 3: If the Town plans to stay within the (~)$34.2 million reserved construction budget, the amount of work that can be completed by GLDD would be ~3.7 million cubic yards, which is ~99 percent of the 3.73 million-cubic-yard planned volume.
The total project costs for Town renourishment project are divided into the Towns portion of 2.3 MCY of beach fill placement or $25.5M total project budget and the FEMA restoration portion of 1.43 MCY beach fill placement or $16.2M project estimate.
Approximately 50% of the Towns total project budget will be funded for the Dare County Beach Nourishment Fund (~$12.5M).
The bids will be presented to Nags Head’s Board of Commissioners at the April 4, 2018 meeting.
