Andy Garman Appointed to Town Manager

At their September 1, 2021 meeting, Nags Head’s Board of Commissioners unanimously voted to appoint Andy Garman as the new town manager. 

Garman, Nags Head’s deputy town manager since 2019, has been serving as the interim manager since June 2021, succeeding Greg Sparks, who filled in temporarily following the departure of former town manager Cliff Ogburn. 

“Andy has worked diligently over the years for our community, steadily increasing his responsibilities and proving to our board that he is the right person for the position,” said Nags Head Mayor Ben Cahoon. “He understands not only what makes our town special, but also the unique challenges we face. We’re excited to work with him to lead our town into the future.”

A long-time Nags Head resident, Garman begins his new position immediately. 

“It’s been my privilege to live in Nags Head since 2003 and now it’s my honor to have the opportunity to be the town’s manager,” Garman said. “Nags Head enjoys the reputation of being a premier beach destination, but we’re more than that. We’re a unique, vibrant community with a long history of involved residents, forward-thinking elected officials, and talented employees. Over the years, we’ve been at the forefront of tackling complex coastal issues. I will certainly work to continue that tradition. I will also ensure that we are responsive to our residents, providing a high level of service and maintaining Nags Head’s great quality of life. It’s been rewarding to contribute to some of the Town’s recent accomplishments as part of the Nags Head team. I am looking forward to serving in this new capacity and continuing to build on our successes together.”

A graduate of Radford University and Virginia Tech, where he received a master’s degree in Urban and Regional Planning, Garman started with Nags Head in 2002 as the Town’s planner, before serving as the Town of Duck’s director of community development for seven years. In 2014, Garman returned to Nags Head as the deputy town manager/planning and development director. Garman has been a certified planner with the American Institute of Certified Planners (AICP) since 2000 and recently became a credentialed manager with the International City/County Management Association (ICMA-CM).

Join Nags Head’s Citizen’s Police Academy to experience police work firsthand!

The Town of Nags Head’s Police Department is accepting applications for its 2021 Citizens Police Academy (Session #4), which begins September 28, 2021.

The program is designed to increase transparency and enhance understanding between the community and the police. It will also provide an excellent opportunity for participants to gain a better understanding of the philosophy, policies and guiding principles of local law enforcement, and the ethical conduct requirements that govern police services in our community.

Participants will meet each Tuesday from 6 to 9 p.m. for eight weeks beginning September 28. Citizens who enroll will learn about a variety of topics including patrol procedures, criminal investigation procedures, and community policing, to name a few of the topics. In addition, will have the ability to ride with officers, and watch K-9 demonstrations. 

The application period will close at 5 p.m. on September 17, 2021. Enrollment is limited to citizens who are at least 21 years of age. Priority will be given to Nags Head residents and business owners; however, everyone is welcome to apply and participate. There is no fee for the program, though the Department requests that applicants be committed to participating for its duration.

Applications can be picked up at the Police Department on the first floor of Nags Head’s town Hall at 5401 South Croatan Highway.
