In 2009, Nags Head resident and artist Barry Lee became frustrated by the amount of litter on the beach. With cans positioned at all the public beach accesses in Nags Head, Barry wondered why some beach goers still refused to use them. What could be done to bring attention to the cans and inspire beach goers to use them?
